Donald Trump said Ukraine needed a new leader, a day after making a deal with Vladimir Putin to purchase large quantities of Russian diesel. His remarks added criticism of Ukraine's leadership to the announcement of the fuel agreement.

The US president suggested that Volodymyr Zelenskyy had not done enough to end the war with Russia. He also blamed Zelenskyy for high diesel prices in the United States.

The Ukrainian president expressed outrage at the agreement Trump announced Friday. Trump said the agreement was needed to lower diesel prices, ahead of November's midterm elections, in which fuel costs are a key issue for voters.

Zelenskyy said Ukraine was prepared to take steps to de-escalate the war, but made that willingness conditional on Russia taking the same steps.

Russian fuel production has become a point of contention between Zelenskyy and Trump. Trump has sought to stop Ukrainian attacks on Russian refineries, arguing that they worsen a global diesel shortage. Zelenskyy has rejected those requests unless Russia stops attacking Ukraine's energy infrastructure.

Russian aerial bombs struck residential buildings in Ukraine's Zaporizhzhia region on Saturday, officials said. Three children were among those killed, and at least 16 people were wounded. The attack followed President Trump's announcement a day earlier of a deal to buy Russian diesel.

Trump said Friday that he reached the agreement in a phone call with Russian President Vladimir Putin. He announced supplies of more than 300,000 tonnes of diesel immediately, another 500,000 tonnes in November 2026 and 1 million tonnes immediately after that.

The Treasury Department said Friday it would temporarily waive sanctions on Russia's energy sector to permit Russian diesel to reach the global market. Trump's announcement followed a Russia sanctions law he signed last month targeting oil and gas revenues that finance the war.

Ukrainian President Volodymyr Zelenskyy opposed the deal in an online response, describing it as an investment that would prolong the war. He argued that it would enable Russia to continue killing and fighting while showing less respect for America.

President Trump said Sunday that Ukraine and Russia had agreed to an energy ceasefire. The announcement came shortly after Ukrainian President Volodymyr Zelenskyy vowed to continue striking Russian oil refineries in response to Trump's criticism.

The ceasefire's precise terms remained unclear. Zelenskyy said the announcement was news to him and later said Russia had struck Ukrainian energy infrastructure despite it, including a power plant in Kharkiv.

Zelenskyy said Sunday that Ukraine wanted peace and that its armed forces had received the appropriate orders. He said Ukraine was awaiting clear details of the dialogue between America and Russia and expected Putin to follow through on Trump's announcement.

A bipartisan group of six U.S. senators called Sunday for the Trump administration to immediately reverse its plan to purchase diesel from Russia. The planned purchases were part of an effort to lower high fuel prices.

Trump's Friday announcement described purchases of more than 300,000 tons of Russian diesel immediately, followed by 500,000 tons in November and 1 million tons afterward. He had also urged Zelenskyy for weeks to stop attacks on Russian energy infrastructure. Zelenskyy criticized the deal, saying it would help finance Russia's war in Ukraine.
