President Trump offered a conditional investment pledge at a Kentucky rally Saturday: if Republicans win, he said, the Department of Defense would invest in revitalizing a drug manufacturing facility in the state. He presented the proposal as a promise tied to the election outcome.

Trump spoke in Highland Heights to bolster Republican turnout and support Republican candidates, including Ed Gallrein for the U.S. House. Control of both chambers of Congress is at stake in the midterms, with Democratic-led investigations of his administration a prospect if Democrats win.

He also repeated his promise that every adult American would receive $5,000 if Republicans win the House and Senate. Such payments would most likely cost more than $1 trillion and require congressional approval, while adding to an annual budget deficit of nearly $1.8 trillion.
