Kremlin spokesman Dmitry Peskov declined Monday to say whether Russia had agreed to an energy ceasefire, saying contacts were ongoing. Trump had claimed in a brief social media post Sunday that the arrangement took effect immediately, but his announcement offered few details.

Speaking at the Warsaw Security Forum in Poland, Zelenskyy said Ukraine learned of the claimed deal through media reports. The proposed energy ceasefire would involve a mutual pause in strikes on energy sites. Zelenskyy said he would honor such an agreement if Moscow did the same.

On Monday, Zelenskyy said Kyiv was ready to stop striking Russian refineries if Moscow halted attacks on Ukraine's energy system. He asked Trump to press the Kremlin to agree and said Ukraine would respond if Moscow did not accept an energy ceasefire this winter.

EU foreign policy chief Kaja Kallas said at a foreign ministers' meeting in Luxembourg that Russia had not yet shown it would stick to the ceasefire. She also said she would welcome a ceasefire covering people's lives as well as energy.

President Trump said Sunday that Ukraine and Russia had agreed to an energy ceasefire. The announcement came shortly after Ukrainian President Volodymyr Zelenskyy vowed to continue striking Russian oil refineries in response to Trump's criticism.

The ceasefire's precise terms remained unclear. Zelenskyy said the announcement was news to him and later said Russia had struck Ukrainian energy infrastructure despite it, including a power plant in Kharkiv.

Zelenskyy said Sunday that Ukraine wanted peace and that its armed forces had received the appropriate orders. He said Ukraine was awaiting clear details of the dialogue between America and Russia and expected Putin to follow through on Trump's announcement.

A bipartisan group of six U.S. senators called Sunday for the Trump administration to immediately reverse its plan to purchase diesel from Russia. The planned purchases were part of an effort to lower high fuel prices.

Trump's Friday announcement described purchases of more than 300,000 tons of Russian diesel immediately, followed by 500,000 tons in November and 1 million tons afterward. He had also urged Zelenskyy for weeks to stop attacks on Russian energy infrastructure. Zelenskyy criticized the deal, saying it would help finance Russia's war in Ukraine.
