Trump made the pledge at the Republican Party's midterm convention in Dallas on Wednesday night. He said recipients would have to spend the money in the U.S., but did not explain how that restriction would be enforced.
The plan would require congressional approval. Sen. Bernie Moreno, an Ohio Republican, endorsed the proposal and said he would prepare legislation to pass the dividend after the election.
Vice President J.D. Vance subsequently suggested excluding wealthy Americans from the payments. He proposed tariff revenue as a funding source; that revenue totaled about $154.5 billion in the first 10 months of fiscal 2026 through July.
